स्वास्थ्य खर्च से हर साल 5 करोड़ भारतीय गरीब होते जा रहे हैं-

भारत में गरीबी को लेकर समय - समय पर कई खबरें आती रही हैं लेकिन अब वर्ल्‍ड बैंक की एक ऐसी रिपोर्ट आई है जिसमें दावा किया गया है कि हर साल भारत में 5 करोड़ लोग गरीब हो रहे हैं। इस रिपोर्ट में गरीबी की जो वजह बताई गई है उसे जानकर आप हैरान रह जाएंगे। दरअसल, वर्ल्‍ड बैंक के इस रिपोर्ट के मुताबिक भारत में हेल्‍थ सर्विसेज इतना महंगा है कि इस कारण हर साल 5 करोड़ लोग गरीबी रेखा के नीचे जा रहे हैं।  वर्ल्‍ड बैंक और वर्ल्‍ड हेल्‍थ ऑर्ग्‍नाइजेशन की यह रिपोर्ट हर साल ट्रैकिंग यूनिवर्सल हेल्‍थ कवरेज : 2017 ग्‍लोबल मॉनेटरिंग रिपोर्ट के नाम से जारी होती है।

इस रिपोर्ट के मुताबिक भारत समेत दुनिया की आधी आबादी जरुरी स्‍वास्‍थ्‍य सेवाएं लेने में अक्षम है। रिपोर्ट में कहा गया है कि स्‍वास्‍थय सर्विसेज पर खर्चे के कारण हर साल 10 करोड़ लोग गरीबी रेखा के नीचे जा रहे हैं। उनमें से अकेले भारत में 5 करोड़ लोग हैं। 

हर छठवां घर 10 फीसदी से ज्‍यादा कर रहा खर्च 

रिपोर्ट के मुताबिक वर्तमान में भारत में हर छठवां घर घरेलू आय का 10 फीसदी से ज्‍यादा हिस्‍सा ईलाज पर खर्च कर रही है। रिपोर्ट में कहा गया है कि भारत में 4.2% और 4.6% परिवार स्‍वास्‍थ्‍य पर खर्च के कारण दो अलग - अलग गरीबी रेखाओं के आधार पर गरीब है। यह मानते हुए कि भारत में 24 करोड़ घर हैं, इसका मतलब है कि लगभग 1 करोड़ घर या लगभग 5 करोड़ की आबादी स्‍वास्‍थ्‍य खर्च के कारण गरीब हो रही है। 

बेचनी पड़ती है जमीन जायदाद 

भारत सरकार की संस्‍था नेशनल सैंपल सर्वे ऑफिस एनएसएसओ के 2014 के सर्वे के अनुसार 86 फीसदी ग्रामीण मरीज और 82 फीसदी शहरी मरीजों को नियोक्‍ता द्वारा मुहैया कराया जाने वाले इंन्‍श्‍योरेंस कवर या राज्‍य सरकारों के खर्च पर इन्‍श्‍योरेंस कवर उपलब्‍ध नहीं है। ऐसे में बड़े पैमाने पर मरीजों को अपना इलाज अपने पैसे से कराना पड़ता है। ऐसे में हर साल लाखों लोगों को इलाज के लिए अपनी जमीन या दूसरी असेट तक बेचनी पड़ती है और ऐसे मामलों में लोग गरीबी रेखा से नीचे जीवन यापन करने की स्थिति में आ जाते हैं। 

Healthcare costs land 5 crore Indians in poverty

NEW DELHI: At least half of the world's population cannot obtain essential health services and each year about 100 million people, including in India, are being pushed into poverty because they have to pay for healthcare out of their own pockets.

'Tracking Universal Health Coverage: 2017 Global Monitoring Report', a new report by the World Bank and the World Health Organization released on Wednesday has revealed that currently 800 million people spend at least 10% of their household budgets on health expenses for themselves, a sick child or other family member.

For almost 100 million, these expenses are high enough to push them into extreme poverty, forcing them to survive on $1.90 or less a day. The report looks at "catastrophic" spending on health on the basis of out-of-pocket expenditures exceeding 10% and 25% of household total income or consumption.

About one-sixth of households in India (exceeding 10% household income) and 3.9% (exceeding 25% household income) bear such spending exceeding a household's ability to pay without reimbursement by a third party. Among the Brics countries, South Africa, which spends 8.7% of GDP on health, and Russia, which has a predominantly state-funded healthcare system, had just 0.1% and 0.6% respectively, of households spending over 25% of their income on healthcare.

This figure was 0.8% in the US. China had the highest proportion (4.8%) and in Brazil it was 3.5% of households. According to the report, 808 million worldwide incur catastrophic health spending at the 10% level. Latin America and Asia have the highest rates of people with out-ofpocket expenditures exceeding 10% or 25% of total household consumption or income.
